Hungary slipped down in the democratic rankings in the latest Freedom House “Nations in Transit” report, which monitors the level of democracy and political freedoms in given countries.
According to the American non-profit NGO, Hungary has become a “hybrid regime,” which it defines as a country where despite holding elections, democratic institutions are weak, and political and civil rights are not enforced in all circumstances.
For the first time in the 21th century in the Central European region, Freedom House has designated four countries that it considers hybrid regimes instead of full-fledged democracies: Hungary, Montenegro, North Macedonia, and Serbia. [444]
